Top Spy Catcher Warns China Poses a Daily National Security Risk

According to a senior intelligence official, Chinese state actors pose a daily national security threat to the UK, Russian agents aim to instigate chaos, and Iran is reportedly targeting individuals on British soil.

Sir Ken McCallum, the director general of MI5, shared his annual threat assessment amidst heightened concerns over alleged Chinese espionage activities, including a failed prosecution related to a suspected Chinese spy and claims of a serious breach in communication within Westminster.

While typically expected to maintain a neutral tone, Sir Ken expressed his frustration regarding the failed prosecution of two British citizens accused of leaking sensitive information to China. Both individuals have denied the allegations. Recently, discussions have emerged about whether political interference from the leftist Labor government contributed to the trial’s collapse, seemingly designed to appease China.

Touching on the situation, Sir Ken noted, “The conviction is great,” while affirming MI5’s collaboration with police to shield them from potential spies. He added, “It’s frustrating when it doesn’t happen.”

Despite the lack of a conviction, Sir Ken suggested that a potential espionage threat had been effectively countered.

Specifically addressing China, he mentioned that a plot originating from the country was disrupted “as recently as last week.” The pressing issue remains: “Do Chinese state actors represent a national security concern for the UK? The answer is undoubtedly yes. They operate daily.”

Sir Ken’s remarks highlighted the steady intelligence threat from foreign nations. He reported a notable 35% increase in individuals being investigated for state-related activities within the past year, leading to a “near record” number of ongoing investigations, some of which have become increasingly violent due to the “growing aggression on British soil.”

He stated:

…The national threat is on the rise. Last year, there was a 35% rise in the number of individuals probed for nation-state risk activities, which includes espionage targeting Congress, universities, and vital infrastructure.

However, nations are increasingly resorting to the disturbing tactics that MI5 employs to investigate terrorist threats. In the UK, my team frequently uncovers attempts by state actors engaged in surveillance, sabotage, arson, or acts of violence. We confront these threats daily.

China ranks among the top three foreign threats alongside Russia and Iran. Sir Ken commented on Russia, stating that over the past year, MI5 and the police successfully disrupted a relentless surveillance operation aimed at individuals whom Russian officials perceive as adversaries. He remarked that Russia seeks to instigate violence and division in the UK.

On Iran, he warned that the Iranian regime is actively attempting to assassinate individuals in the UK, with MI5 having identified “20 potentially lethal Iranian-backed plots” in the last year.

In addition to addressing foreign threats, MI5’s role heavily encompasses counter-terrorism efforts. Notably, he revealed that one in five terrorist arrests over the past year involved minors and that since early 2020, MI5 and police had thwarted 19 late-stage attack plots while intervening in numerous evolving threats.

This year’s briefing diverged significantly from past presentations. For instance, during Sir Ken’s similar address in October 2024, he noted that 75% of MI5’s counter-terrorism cases centered on extremist Islamic groups, further emphasizing that “the reality remains that tens of thousands of individuals are devoted to this ideology,” which continues to represent a primary threat.
