Melania Trump urges Congress to create a meaningful change for foster children.

First Lady Advocates for Foster Care Reforms

On Wednesday, Melania Trump urged Congress to implement modern reforms aimed at supporting foster children as they transition into adulthood.

During a roundtable discussion with House Ways and Means Committee members on Capitol Hill, she emphasized the need to empower America’s foster youth.

“While reporting varies, about 3 percent of those in foster care achieved a college degree in 2025. We can change this,” she remarked. “Foster youth encounter unique challenges beyond academics that significantly affect their performance.”

She continued, pointing out issues such as housing instability, advocacy for education, economic hurdles, consistent transportation, and access to technology. “New legislation for foster care communities is a moral necessity,” she stated.

The First Lady also expressed support for President Donald Trump’s executive order, “Developing a Future for America’s Children and Families,” calling it “a transformative vision.” She noted that Congress has a chance to make a lasting, positive impact on this community.

“We can truly change lives starting right here. With fresh legislation, we can ensure opportunities are not just beneficial for individuals in foster care, but are their rightful inheritance,” she added.

Members of Parliament recently introduced bipartisan legislation to modernize the John H. Chafee Foster Care Program for Successful Transition to Adulthood, aiming to enhance opportunities for youths exiting the foster care system, according to the Committee on Ways and Means.

Mark Beckman, a senior adviser to the First Lady, mentioned in a statement that she has raised the status of American children to be viewed as moral equals deserving of protection and a voice. “As she partners with Congress to push through significant legislation, she’s calling on all Americans to meet this ethical obligation,” Beckman said. “A responsibility to ensure that America’s children grow emotionally and physically, gaining the tools necessary to thrive throughout their lives.”
