California Gov. Gavin Newsom (D) on Thursday signed a series of “reparations” bills that include a formal apology for slavery, even though the state entered the Union as a free state in 1850.
of apology It is written in part:
Meanwhile, more than 2,000 African slaves were brought to California between 1850 and 1860 after California joined the Union and declared itself a free state, outlawing slavery.
Meanwhile, the California Supreme Court stated that the California Constitution's antislavery statute was merely a “statement of principles,” and enforced the Fugitive Slave Law until 1865.
…
Resolved, California apologizes for perpetuating the harm faced by African Americans by instilling racial bias through racial discrimination, public and private discrimination, and the unequal distribution of state and federal funds. , declare that such acts will not be repeated.
Newsom passed the state Legislature and signed several other bills pushed by reparations activists. However, as Breitbart News pointed out, the bill contains no actual cash payments or reparations fund, sparking protests.
The movement for reparations gained momentum during the chaotic summer of 2020, when protests and riots spread across the United States in response to the police killing of George Floyd in Democratic-run Minneapolis, Minnesota.
Newsom signed a bill creating a commission to study reparations. After making recommendations that included large cash payments and racially segregated schools, lawmakers toned down the proposal. Newsom budgeted just $12 million for reparations this year to address a nearly $50 billion deficit.
The California Congressional Black Caucus (CLBC) praised the state's apology, among other “important reparations legislation.” The hope is that California will encourage other states and the federal government to take similar action.
