National security at risk due to shortage of tech professionals, expert warns.

SkillStorm’s Approach to Federal Employment Challenges

SkillStorm CEO Justin Vianello discussed with Fox News Digital the staffing issues plaguing the federal government, especially in critical areas like cybersecurity and technology. These persistent issues have been around for decades, dating back to reports from the government accountability office in 2001.

“The procurement process is structured in such a way that it creates significant delays,” Vianello remarked. “It can take years from the time a solicitation is put out until it’s actually awarded. Yet, oddly enough, the agencies often expect that the winning company will be able to mobilize teams in just ten days,” he continued.

He highlighted how the existing hiring process is not only slow but sometimes stretches on for years, a timeline that is clearly impractical for effective team mobilization and deployment.

“One potential solution is allowing a ramp-up period of about two to four months for assembling a skilled team,” Vianello suggested. This would enable companies to deploy well-trained teams more swiftly, aligning with the rapid pace of IT innovation.

Recently, SkillStorm established a Performance Acceleration Center. This facility focuses on customized training to quickly prepare individuals for deployment. “We aim to use our infrastructure to expedite training. We bring people into our program, and they undergo training lasting between 10 and 16 weeks, during which we cover their wages,” Vianello explained.

This model positions SkillStorm to “assume all risk upfront” and recoup costs by billing clients based on hourly rates.

“This model is, in my view, an ideal approach to creating customized tech teams domestically, nurturing talent in the ecosystem, and ensuring these individuals can be deployed as necessary. However, for real change, the government needs to adjust its procurement process to ensure teams can be deployed within ten days,” he added. “Companies that need a few months to build their teams should still be permitted to do so.”

Moreover, Vianello expressed concerns that the current hiring process is becoming linked to security clearances, which can pose national security threats. “Yes, that’s part of the issues. When considering the broader challenges, it’s quite evident that we have a significant problem,” he remarked.

He pointed out the pressing need for innovative, cost-effective solutions for building U.S.-based technology teams that can rapidly respond to national security needs. “We face a student debt crisis while simultaneously outsourcing entry-level technology roles to foreign workers. Where, then, will our next generation of AI innovators come from?” he wondered. “As of January 2025, there are 500,000 unfilled cybersecurity positions. Our model can help bridge that gap.”

In previous discussions, former GSA head Emily Murphy noted that the outdated federal system has become a serious national security risk. She cited a talent crisis exacerbated by the traditional, sluggish onboarding practices that cannot keep pace with today’s threats.

Murphy urged for a “new pipeline” of project response experts trained for specific missions and equipped for clearance. In her view, SkillStorm’s “Stormers,” specially trained on particular technology platforms, present a faster and smarter solution to meet the urgent staffing needs of the government.

Vianello further elaborated that the initiative aims to enhance government efficiency. “There’s a noticeable shift toward IT automation and doing so in a cost-effective manner,” he stated, suggesting a future with fewer full-time employees and a greater reliance on efficient contractors.

He raises the question, “Now that technology has been implemented, how do you ensure it doesn’t become obsolete soon after?”
